Not from the mid west, but have caught hundred of thousands salt water minnows ,"killies", commercially.
Not sure what trap your using, but if its the small Gee trap try this. Close off one end funnel, bait with fish pellets or catfood, dry or canned, put bait under the working funnel and set crosswise to the current in a deeper spot, cut bank, etc, funnel close to the bank. Add weight to keep trap stable, Oh, and you need to have minnows to catch minnows...lol
See if that works for you, the Gee traps suck but if that's what you have then go with it, closing off one side helps those traps to hold the catch.... let me know....I have other tricks too, lol

Those small 1.5" bluegills you get in minnow traps are great walleye bait! Bread is what we use in minnow traps

I used bread in a homemade trap and didn't catch a thing

Around here we catch them in the smaller creeks, the type that has riffles with deeper pools here and there. You should see the minnows scattering around when you walk up to the pool.
We use the wire type traps baited with stale bread. And we always set two traps because a water snake in a trap puts it out of commission for the night which happens occasionally lol. Glad you're on Trapperman J Harrell. Seen your videos on youtube about minnow trapping & getting water snakes in the traps at times. Like how your dog just stairs at the snakes. Our dog is just the opposite. You have some great videos

I know your post is about where to set… but once you get that figured out this trap is hard to beat That’s a heck of a set up I’m just needing some crappie bait without a 100 mile round trip drive all the input is much appreciated It’s cheap and works… I’ll put a pic of it in scale when I get to the house… bait seems to enter it better than wire

I have 7-8 of the Gee’s Silver minnow traps. I typically walk our creeks until I find a good school of minnows and through the trap in. I have caught them in current or calm water.
If I’m baiting trotlines and need a couple hundred baits fast, I use a 20’ seine. Yes I seine by myself. We are blessed with an abundance of minnows.
