JMO, but all voting should be voter initiated. If you chose to cast a vote you must show up or submit in writing a request for a ballot. Never state or third party initiated.
Seems reasonable, until you read what that guy found. Won't go into all of it, but numerous examples of "requested" ballots, but not a real person requesting them. And election officials activating and then deactivating lists after ballots sent out. None of it possible if an actual live person has to show up to present an ID to vote. It has to go back to that.......and nothing else. Outright bad on vote by mail is the only way.
My full slate of reforms would also include a purge of the voter rolls after every election. Immediately after an election the roll gets wiped clean with only those who submitted a ballot in the the immediate prior election remaining. This would require maintaining a separate roll for each level of election municipal/county/state which would then be audited annually for cross match.
Voter ID and verification done every election.
Voter rolls would be considered confidential and not be made available to outside parties such as political parties or pollsters prior to elections. All ballots cast will be public record and made available for public review.
All non in person ballots must be requested by the voter in writing in the form of a sworn affidavit under penalty of perjury. With a very narrow list of approval that must be approved by election officials.
Non in person ballots may only be handled and submitted by the voter or his/her designated person as designated in their sworn affidavit and this person must also sign an affadavit. Narrow list of potential approved.
Any voter not on the rolls, didn't vote in a prior election, may submit a ballot but it will only count if they in fact were on the roll in a previous election.
No day of registration.
Early voting abolished.
Each polling place must seal and tally the vote at the polling place prior to a set deadline. All polling places must submit ballots for counting by a set deadline. No ballots accepted after that time.
Final vote tally will not start until all precincts have submitted their ballots.
Once started the count will be conducted in a sealed room open for public viewing and will not stop until all ballots are accounted for.
Any violation by any individual whether voter or official will result in loss of all voting rights for life and a ten year sentence of incarceration.
