How do you go about getting them down there? Also can you use bait? Or is this referring more to bait stations?

Yes, you can snare and set bodygrips on private land with no restrictions other than you must be 100 feet from the road. And they must be tagged with your license number.
You can use bait, but it must be a piece of bait the size of a golf ball or smaller.
You need Cites tags in every state. They cost $1.29 for five tags. Here is list of places where you can buy them.
