If you use the beaver size comstock trap and lay it on the dock covered, their curiosity will draw them into it. Otherwise, you can use chain to hang it from the dock just above water level. No bait needed.

I would like to know what you guys, that are professionals, are doing for otter control.
Caging otter can be difficult. What are you guys using for sets? How long is it taking? What do you do differently if you are not catching? Are you using lure? Are you introducing sent from elsewhere? Positive ore open entry sets? Food? Shiny stuff? A rubber Duck?

No bait needed. Thanks for that. Was going to do this but the customer wanted me to pull the traps. Great idea that I will try on my next job. Did have one question. I understand that it's kind of a blind set, I guess. They just climb onto the trap if placed below the water, but not submerged of course. But have you tried putting either an otter lure or beaver castor on a Y stick stuck thru the mesh of the Comstock trap? Might not be necessary but thought it might possibly expedite the process. At least hopefully. Thanks for all the help guys!
