You don't need to freeze them. Use a plastic or wooden punch and purge the air from them through the valve. It will take 2 to 3 times before its full. Once the bottle weights 1.9 lbs it should be full. I've been doing this method for years and it works great.
I use my wife's electronic scale to weigh the empty and then add just short of 1 lb. It won't fill all in one shot. Chill the 1lb in the freezer for a few minutes. It doesn't take long because it's only the metal tank being chilled. Once the metal reaches freezer temp it won't get any colder by being in for an hour or two. Connect to the 20 and put as much in as will go. Put partially filled 1 lb in the freezer again for about 10 min to chill the tank and propane. Fill again and check. Lots more will go in this time because of the chilled propane in the tank. Repeat as needed to hit your target. 2 or 3 shots total should do it.
I freeze mine, for days (just cuz I throw them in when they get empty), and fill in one shot. If I wait till I can't hear anymore going in, I have let them "vent" outside when they heat back up.
For those that do, do you have trouble with them on a soldering torch? Mine seems like they get vapor locked or something, until the fuel is purged for a bit.

You need to depress the vent on the small tank to relieve all pressure, then freeze as has been suggested. I once overfilled a one pound tank and had to place it outside in the sun to sell vent. Do not obsess with packing that last ounce of propane inthe tank. It may vent right back out and pose a safety problem.

Yep, I do same, but fill to weight on a scale. If they are overfilled, a hot garage in summer could be a bomb.
