It looks like automotive body tool of some kind with the pin in the end I would say you need to put and attachment on there to get in behind the body work to pull.

If you convert that to fully automatic you are required
get that thing NPC registered with BAPC and pay the tax.

You know you can't get a supressor for that thing without a permit, right ?

Is part of it missing? What is the slot and pin on end of long arm for if not something else?

I made one very similar.
A drilled piece of angle bolted to a column at my shed.
Made mine heavier though, for auto tires.
Yours is likely for ATV's/lawn tractors, or maybe motorcycles.

I wonder if it has been disassembled and reassembled wrong. The finger groove orientation on the handle of the red part vs the main part make it very hard to visualize how it would be manipulated. If the red part was turned around with the finger grooves opposite, using it to break a tire bead would make some sense.
