Just rent a mini excavator for a day but do it on a
Saturday so you have Sunday too, around here thats about $500, and buy the pipe and install it yourself. Im no plumber but when it can save me thousands im a quick learner. Just call the 1 800 dig it # first to locate any other buried lines. Good luck

The collapse is due to gravity. The cause of the cracks is the tree roots. Another tool you might have someone use is a milling machine. Picote makes the best one. They have carbide chain cutters that can open only to 4” and scour the pipe clean. If the pipe is compromised the milling machine could do more damage. Sounds like you need a new building sewer.

How far into your lot did they replace during the street project.

In our 2nd home which is small, we had issues with plugging just like you have. We messed with the sewer snakes off and on for 1.5 years. This place is hooked up to one of those rural sanitary districts with 84 hook ups. Our pipe was about 50-55 foot to the main or connection. We decided to dig it up, 2002 and we found the trree roots in 2-3 places. This place is 200 miles from our main residents and at that time it was amzingly low cost to dig a new line and hook it up. Your quote sounds high but if you are going to have issues every few weeks or months, the remedy to end the issue will only cost more in the futre. You could probably get a home equity loan to put it in and pay for it over time. Not fun but then cleaning out sewer lines is not either.
