They had vice squads that would go out looking for them and articles published in the paper about the perils of the machines. Poverty-stricken kids scrapping a coin here or there to go to the pinball hall. To be fair though...they were not modern ones with flappers and might require some skill but more of slot machines designed to entice kids.
