How will the city know if an owner has insurance or if he owns a firearm? Is registration a requirement like IL does?

It says "within 6 months of purchasing the firearm". Supposedly, only the manufacturers know who owns a gun, and if the gun is found to have been used in a crime, they can identify the owner by tracing the buyer thru the manufacturer. That's what a gun dealer in Florida told me. That's probably not accurate however.
