Are regular footholds now illegal in water in Tennessee? the way i read it only offset, laminated and double jaws now in water and wide jaws whatever that means, i am assumeing laminated jaws.

It looks that way from the regs. Bummer as that eliminates a lot of great beaver footholds

No, regular footholds ARE NOT illegal in water sets. The regular footholds that you are referring to are defined as "steel traps".
