It looks like a shark carcass that has been partially eaten and rotten, with the remaining skin, rolled in a bit.
Keith I have no idea what is, but cant possibly see what you see to say shark.

I don't understand...You find something like this on the beach... You take one picture? Did the guy use his last piece of film? Get a little closer, put in something for scale...Take a picture of the head and mouth area...Something definitive...I assume the guy had time to do it, as it's not like the animal was going to flee...

I think I would have made some calls and texted some pics and waited until a biologist got there to figure our what it was. Especially if it was a weekday. I believe I could have gotten in touch with someone who would want to investigate further.

I was thinking the same thing. The fact that he didn't do any of those things makes it seem suspicious.
