I am looking for some help? I live in Oregon and I want to advertize Ground squirrels and Rock Chuck nuisance control for farmers. Both are non pertected rodents. My Q is can I do this for a fee with out any type of Lic. or Insurence?

I suggest you contact your state fish and wildlife dept. for the legal issues. From a professional aspect you should have insurance, be trained and licensed for any wildlife work. I am also a strong supporter of licensing and testing as well as continuing education for every state. This has evolved into a major industry and we need to keep it professional.
My view from cheap seats.

Call ODA, if you are trapping you might not need their test and license.
They have a vertebrate pest license. Think it was $100.00 in 2005 when I had to take it.
They can tell you whether you need it or not.

ODFW of course isn't helpful for the species you mentioned.

Thank you Don and Justin, I am a long time Lic. trapper and also a Lic. and Ins. contractor. I would like to do some ADC work but I was just making sure that I started out in the right direction.

Thanks
Clinton

Justin is right. If you plan on trapping only, you shouldn't need a license. If you're going to be using any pesticides, you'd need to have the ODA license: http://www.oregon.gov/ODA/PEST/docs/pdf/2013%20Licensing%20Guide.pdf. If you plan on doing other nuisance trapping; raccoons, skunks, beaver, etc., you'd need to get a WCO license from the ODFW: http://www.dfw.state.or.us/wildlife/license_permits_apps/wildlife_control_operators.asp.
