foxtail, i'm sure this is going to get plenty of comments, I guess if I stayed neutral and just answered your question versus had a knee jerk reaction to what we all know is happening all over the country without most folks knowing it is.
I'd say, first are the bats in his residence, within the living quarters? Or in the attic or outer walls/roof?
If they are in the residence his first step should be to seal them out of his residence in other words, seal interior openings to living space this can be done without harming bats as they will be entering and exiting through an exterior opening some where.
Then I'd try to convince him that bats can be successfully excluded and even if he is determined to DIY the job due to finances or other constraints, he can use any of tons of references most of which are good enough to get the job done on a basic level.
Obviously if he hired a true professional bat excluder its going to cost him but he will get what he pays for and know he is protected long term by their work.
Bringing up any legal issues may go either way, could make him think twice about doing it, or make him just be sly about doing it illegally. Every state is different but the one thing that is a common thread is if there are any protected bats, threatened or endangered and they are poisoned and word got out that could change his life in a very publicly negative way, financially as well.
Pains me to think that folks poison bats but I do know it is a sad fact across the country and we see it discussed all the time. Wish it weren't so, I work with anyone in my area to help them even just technical assistance if they can't afford it, I'm interested in promoting bat conservation.
I would see if there is a nwco in the area who could speak with this guy over the phone or even on site to try to show him that this isn't the way.
Like I said, many suggestions will follow I'm sure that will range widely.

I would recommend hiring a professional. I know Mike Tuckers business is around Minniapolis maybe you could assist him and learn something about bat exclusion and it may help pay your bills in the future. The reason he shouldn't poison the bats is it may be illegal and it won't solve his problem without the exclusion.

Tell me how to explain to him what he needs to do to keep the damage down.
Have him give me a call.

I would go with the poison , you guys would be Rich if you figure away to do that , I see one nation wide company in my area use bat boards , once one gets stuck they all come , seems like they would end up in jail but I guess there above the law , even if you do kill them , more will just comeback , rabie shots are not cheap , bat urine stinks bad when it starts to drip , bat crap on the roof will eat shingles , take pic of all four sides of the house and post them on here and see if you get any help with the problem

Poison them ? With what / Decon ? A local pest company used to use tracking powder. Thankfully that was a long time ago. I don't know of any poisens that are registered for bats.

Tell him good luck and let you know how sucessful he was. Then give him your biz card and have him call you when he wants to get serious about excluding the bats. He will not be able to poison them. It is impossible to that. He has to get the bats to ingest the poison and unless he has trained bugs carrying a backpack full of poison he will not be sucessful.

It is very simple to explain it is "not even" an option. Finally.... sanity prevails.
