I don't know about buying fresh fish in Minnesota, but if you can't find any cheap enough you can always get jack mackerel, fish flavored cat food, and fish food.

Call some fish processing guys. Had a place in MPLS (The Fish Guys) tell me I could take scraps (salmon, etc) as they just send it to the rendering company after taking what they need.

Try going to your local grocery store & ask the butcher if he would be willing to set a side any out dated items or freezer burnt stuff. My butcher gives me all kinds of stuff from chicken wing to scallops, fish, etc. etc. Just remember to always check back with them so they don't get to much & just trow it away. And best of all it's free.

The best place to get fish is from the lake.
