Buy a 6' piece of 1 x 1 x 1/8th, or bigger/heavier SQUARE TUBING.
Cut 6" off of one end.
Center that 6" piece off the end of the long piece and weld it in place.
Get/buy/steal a CHAIN HOOK that has an opening large enough for anything you might want to hook onto it.
Using a piece of 1/4" round rod about 4 or 5" long, bend a U in the middle of the piece,
On each side of the U, bend the tag-ends 90-degrees out from the UU.
Weld each end of the U onto the bottom side of the long shaft, after you put the hook on the 1/4" rod,
From there on, you can do several things to make it stronger to enable you to pull just about anything out of the ground with this tool.
Place the hook over the anchor you want to pull out of the ground, hook the chain hook onto the anchor, put the T-end of the bar on the ground and lift on the other side/end. The anchor should pull out of all but the hardest ground.
To re-inforce the long bar, take a p;iece of 3/16" (or so) round rod, tack-weld the one end onto the upperside of the square tubing, go down the round rod about half of it's length, bend the rod in an upside-down V at the middle and then weld the other end to the top-side of the square tubing, close to the other end.
Cut of 3, 5 or more short pieces of round rod and weld them in vertically between the square tubing and the rod you welded on the top-side of the square tubing, connecting the square tubing and the new, longer piece of rod. That will give the square tubing a "ton" of strength to pull out the anchor without bending the pullers 1" square tubing.
It's actually harder to describe it that it is effort to just put one together.
