I have a friend who is having trouble with woodpeckers destroying the foam on a large quonset type machine shed.
Any legal methods of deterring this?

Harassment, flashers, streamers, etc.
Or, get a depredation permit from the USFW (feds) and your state DEP F&W.

Pecker damage is ALWAYS a pain to deal with. SSS

I've found them to be rather easy to move along with flashers.

Be sure to hang them elevated where they catch maximum breeze and sunlight. And use enough to get full coverage. And you want the little shiny dots bouncing and moving on the area to be protected not the empty yard.

flashers & balloons seem to work well, and then, and their is always SSS
