You'll need a permit, you'll have to contact the DNR to find out which one you'll need as there are several available.

Raccoons are gluttons and will eat just about anything that you put out in front of them to eat. If you can place you cages on the the trails coming into the crops, or in the field rows where they are damaging crops(be sure the owners dont plan on running a combine or other tractors through the field while your trapping), you'll do alright. If you got tight trails and you have double door cage traps, you can trail set those on the trails coming into the crops easily.

Contact your local Conservation Police Officer. He/she can get you the permit you need in Illinois and tell you the rules that go with it.
