Looks like a #2 Blake and Lamb. Bent pan shank, the wing nut on the pan post and the chain link on the frame makes me think it's a Blake and Lamb, plus the bottom rivit on the cross.

I agree - Blake & Lamb double under. Size ??

the jaw spread is a little shy of 5.5 inches

Was the 44 the largest B&L underspring made?

No they actually made a #5 and #6 jump as well.
