I saw this on Kanaga Island on the Aleutian chain. It was on the shore of a fresh water shallow pond. Any ideas?

Those are common liverworts (Marchantia polymorpha). They're non-flowering plants, related to mosses. You can find out more about them at Wikipedia: http://en.wikipedia.org/wiki/Marchantia_polymorpha
