LOL, don't you just love it.
We had a biologist try to pass a rule in Ohio that bat work could only be done in September and October. Luckily, our DNR put a stop to it shortly after it was submitted.

I'm sure it was because of the ESA listing of the long-eared bat. A lot of states on the east coast will be having meetings like due to concerns with how they will be doing maintenance and construction of new roadways and bridges. I'm sure Justin will chime in here as he is familiar with DOTs and their relationship with bats.
