Both can be correct.
Each situation differs and it depends on the hole and then the loop size, as they have to match. Not every hole will have a 14" loop in it...to do so will miss a lot of fox and 'coons, which in this area, are worth more money. Are we just interested in only coyotes? I'm not...unless it's on a spring or summer damage complaint. In fur trapping, I want every furbearer that comes through...OK, maybe not 'possums!

OK bottom of the snare cable/loop...on the ground or up? I have done it both ways....I personally like it up an inch or so, with the "dry leaves blown in" look which partially covers the bottom....Also depends on the angle of the hole and how fast the animal "hits it".
Some coyotes will see the cable and stall out, which in that case...on the ground, leaf covered, large loop, is my favorite. I won't miss many coyotes with that, although some yeralings in peticular, will be flank caught. A gamble either way!
